Vector Control Technician – Facility Maintenance Specialist

Full-Time Position (40 Hours per Week)

Definition

Under the general direction of the Operations Director and Operations Supervisor, this hybrid role will spend approximately 50%-70% of its time on vector control duties, managing and reducing populations of disease-carrying pests, and 30%-50% of its time supporting facilities maintenance operations, ensuring our buildings and infrastructure remain safe, functional, and well-maintained. Performs related duties as required or assigned to support departmental and organizational objectives.

Qualifications
  • Minimum education equivalent to or graduation from high school.
  • Minimum of one (1) year of experience in facility maintenance and safety programs.
  • Ability to communicate courteously and professionally with the public.
  • Valid California Driver’s License and a satisfactory driving record insurable under the Vector Control Joint Powers Agency (VCJPA) guidelines.
  • As a condition of continued employment, an individual appointed to the position must obtain the following State of California Department of Health Services certifications: “Certified Technician – Mosquito Control,” “Terrestrial Invertebrate Vector Control,” and “Vertebrate Vector Control” (Licenses A, B, C, D) within two years of their original hire date. Certificates must be maintained throughout employment.
Overview of Responsibilities
  • The role involves maintaining the District’s buildings and grounds, ensuring a positive work environment for employees, and enhancing building efficiency by reducing energy consumption and lowering operating costs.
  • The role will concentrate on the district’s Safety Program, Pesticide Storage Facility, and Equipment Inventories.
  • As a Vector Control Technician, they will perform inspections, treat for mosquitoes and other vectors, and handle service requests as needed.
Duties and Functions

      Mosquito Control Technician Essential Functions (50%-70%)

The position receives assignments from the Operations Director or Field Supervisor to support other Technicians within their zones, including the following essential functions:

  • Conducts surveys and inspections for mosquitoes and other vectors.
  • Performs premise inspections around, under, or within structures.
  • Responds to all service requests within 1-2 days of receiving a public call for help with a mosquito or vector problem.
  • Clears all brush in creeks using hand-held equipment, including chainsaws, to allow for mosquito and vector surveillance operations.
  • Maintains ditches for drainage, levee investigations, and effective culvert and tide gate operations.
  • In accordance with all federal and state laws and using all required safety practices, all pesticides deployed by the district can be applied.
  • Opens, inspects, and applies pesticides as needed in utility vaults and catch basins.

      Building Maintenance and Repair (30%-50%)

  • Confirm that the weekly cleaning of all District properties has been carried out and that any issues have been communicated to the service provider.
  • Providing support for quarterly security inspections and communication systems at Burlingame properties, along with coordinating or completing necessary repairs.
  • Assist with the weekly contracted landscaping maintenance at Burlingame Sites, including coordinating repairs for irrigation systems and plant replacements.
  • Coordinate maintenance and repairs across all District buildings.
  • Coordinating RFP’s and investigating contractors for building maintenance and repair.
  • Reviewing contractors’ proposals.
  • Coordinate with the selected contractor on the work to be completed.
  • Coordinate the permitting process with the city or county building departments.
  • Performs basic facility maintenance and repairs.
    • Performs carpentry, electrical, plumbing, and painting tasks to identify and fix building and equipment issues, ensuring safety, preventing property and system degradation, and avoiding failures that could reduce service quality.
    • Replaces or updates inoperable or old building materials and appliances to provide employees with a safe, comfortable working environment.
  • Places orders and manages the inventory of building supplies, materials, and parts to replace used items, ensuring they are available for scheduled projects, maintenance, and emergencies by contracting vendors and ordering from catalogs.
  • Communicates verbally and in writing to inform District Management about building and equipment conditions and to schedule repair dates.
  • Collects written estimates and quotes for materials and equipment needed for repairs and completing projects, using various forms.
  • Suggests building modifications to enhance or modify existing facilities by inspecting and assessing conditions, recommending suitable changes, and presenting a report of alternatives to District Management to ensure compliance with current building codes.
  • Supervises vendors and contractors to ensure work is executed correctly, completed on time, and in compliance with state regulations, utilizing correct materials. This involves reviewing plans and technical drawings, as well as verifying work through work orders, estimates, and visual inspections.
  • Executes other job-related duties as assigned, consistent with the needs of the District and the direction of supervisory staff.

District Safety Program

  • Member of the District Safety Program.
  • Assists with staff training on safe use of facility equipment and provides basic hygiene and safety guidelines.
  • Conducts safety inspections of Burlingame facilities, equipment, vehicles, and grounds when instructed.
  • Assists in purchasing safety equipment.
  • Supports the contractor in performing quarterly safety inspections of the facility’s sprinkler and alarm systems.
  • Ensures all SDS Safety Binders are updated annually and conducts monthly inspections of all fire extinguisher.
  • Performs monthly inspections to verify that air compressors meet all safety standards.

Pesticide Storage Facility

  • Maintains the plumbing and operations of the BVA Tank.
  • Ensures that all pesticides are stored adequately within the Pesticide Storage Facility.
  • Assists in transporting waste pesticide containers to recycling or refuge sites.

Equipment Inventory, Repair, and Disposal

  • Provides support in the disposal of District equipment.
  • Annually performs an equipment inventory.
  • Assistance with the repair of District pesticide dispersal equipment and gas-powered hand tools.
  • Assistance with repairs to operational and laboratory field equipment as necessary.

Environmental Demands

  • Outside: Works outside in various weather conditions, ranging from Coastal winter conditions to temperatures exceeding 100°F.
  • Inside: The employee works inside the shop facility in a partially temperature-controlled environment. The employee is frequently exposed to moving mechanical parts and is at risk of electrical shock.
  • Fumes/gases: Exposure to various auto shop fumes, pesticides, traffic congestion, pesticide dispersal equipment, small motors, and chemicals used in museum curation procedures, colognes, and perfumes, and regularly exposed to airborne particles and toxic or caustic chemicals.
  • Noise: Shop, pesticide application equipment, laboratory and office machines, and cleaning equipment. The noise level is usually loud, and most equipment causes vibrations.

Mental Demands

  • Reading: Reads letters, reports, memos, and messages, operating manuals for pesticide dispersal equipment, material safety data sheets, equipment repair manuals, and pesticide labels written in English.
  • Writing: Writes reports, memos, messages; fills out forms.
  • Math: Ability to perform basic math calculations. Ability to apply concepts such as fractions and percentages to practical situations.
  • Repetition: Routine daily work practices.
  • Judgment: Ability to work independently, prioritize tasks, and make decisions about the correct formatting and implementation of work.
  • Social Skills: Ability to relate cooperatively with members of the public and District personnel.
  • Speaking: Ability to quickly organize and communicate thoughts orally and in writing.

Physical Requirements

  • Body Movement – Must have full mobility and use of both arms concurrently. Must have the ability and range of flexibility to reach over their heads, reach below their knees, and bend over or squat down to lift or remove equipment during regular daily activity.
  • Vision – The technician requires adequate vision (which may be corrected) to read, write, perform fine field work, and safely operate in the conditions listed above.
  • Hearing – The technician requires adequate hearing (which may be corrected) to hear alarms, horns, and telephones.
  • Position may be exposed to pesticides, communicable disease, other health hazards, and inclement weather conditions.

            8:00 AM to 4:30 PM, Monday through Friday
